MINUTES

MIAMI TOWNSHIP TRUSTEES

MARCH 21, 2022

CALL TO ORDER
The meeting was called to order at 5:00 pm by Chairperson Mucher. Trustees Hollister was present. Chief Altman, Road Department Supervisor Gochenouer and Fiscal Officer Silliman were also present.
Township resident Jenifer Adams and County Assistant Prosecuting Attorney Ashley Caldwell were present in the audience.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of March 3rd as presented. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of March 7th as amended. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to pay accounts in them amount of $52,137.32: General Fund – $4,944.41: Fire Fund – $37,970.51; Cemetery – $3,016.55; EMS Billing – $1,453.08; Road and Bridge – $4,752.77. MOTION CARRIED unanimously.

PUBLIC COMMENT ON AGENDA ITEMS
Ms. Adams updated the Trustees on the status of the Kingwood hearings schedule. The Evidentiary report is scheduled to hear witnesses and Kingwood will bring rebuttal testimony. There will then be post hearing briefs, re-briefs and response briefs.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 32 EMS incidents (0 in Bath Twp.) and 11 Fire incidents (0 in Bath Twp.) since the last report. The Department burned the prairie at Glen Forest Cemetery.
Employee Ted Wasserman was appointed “acting” Sergeant for a trial period of the next 6 months.
The Department’s 3 Fire Investigators, Assistant Chief Powell, Nate Ayers and Lieutenant Chris ——are taking continuing education training on vehicle fire fighting.
Chief Altman has met with Cedarville’s Chief Miller and has spoken with Mayor Bieri about the possibility of turning the firehouse in to a training center. A clean-up day is scheduled to happen at the fire station soon.

CEMETERY REPORT
Mr. Gochenouer reported there were 3 burials, 2 of them ashes and 1 natural burial, since the last report. Two more burials are scheduled for this week.
He added he has “pushed trees’ and cleared the area so the neighbor can move his fence.
Mr. Mucher noted there has been additions to some natural burial graves placed by family or loved ones that are not permitted. He asked Mr. Gochenouer to remove the items.
Lastly, Mr. Mucher asked if the Scattering Garden monument could be cleaned. Mr. Gochenouer agreed to have that taken care of.

ROAD DEPARTMENT REPORT
Mr. Gochenouer reported they have filled a couple potholes and there are a couple trees on John Bryan Park Road that need to be removed. He added there is a section of guardrail that needs to be replaced due to dead trees falling on it.
After his road tour, Mr. Mucher stated he felt the roads are looking really good.

FISCAL OFFICER’S REPORT
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2022-15: Amendment of Permanent Appropriations. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2022-16: Authorizing the County Auditor to use ACH transactions to deposit funds in the Township bank account. Mr. Hollister expressed some concern and asked to table discussion for further consideration.
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2022-16: Agreement to accept the $10,000,000 cap in receipt of ARPA Funds. MOTION CARRIED unanimously.

STANDING REPORTS
RPCC – Mr. Mucher reported that the Commission reviewed the submission of the Miami Township Zoning Commission’s proposed changes to the PUD District. The revisions were approved unchanged.
MVRPC – No report.
Clifton-Union Cemetery – No report.
YSDC – No report.
Grinnell Mill – Mr. Mucher reported that the Township has a draft lease with Glen Helen Association and is meeting on the 25th to review the option.

There being no further business to discuss, a MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to Adjourn. MOTION CARRIED unanimously. Time – 6:15 pm.
