December 21st meeting minutes



DECEMBER 21, 2020

The meeting was called to order at 5:03 p.m. by Chairperson Mucher. Trustee Hollister was present. Fire Chief Altman, Road Department employee Gochenouer, Zoning Inspector Zopf and Fiscal Officer Silliman were in attendance.
Audience members included YS News reporter Carol Simmons and local residents Jennifer Lynch, Jennifer Adams, Kevin DeWine and Vespar Energy representative John Soininen.

A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of November 18th as amended. MOTION CARRIED unanimously.
The minutes of December 7th will be presented for adoption at the January 4th meeting.

A MOTION by Mr. Hollister and SECONDED by Mr. Mucher were made to pay accounts in the amount of $47,096.26: General Fund – $6,704.63; Fire Fund – $19,023.25; Cemetery Fund – $3,260.72; EMS Billing – $10,290.91; Road and Bridge – $3,324.25; Capitol Fund – $4,592.00. MOTION CARRIED unanimously.

Vespar Energy representative John Soininen presented information pertaining to solar facilities being considered on farmland in Miami Township. He stated that the installation of a solar array on farmland is an economic advantage for a farmland owner. Maintaining traditional farming practices is very expensive and “family farms” are not as sustainable as they once were.
Mr. Hollister asked about the impact of runoff from the significant amount of construction involved in the installation of a solar array. Mr. Soininen explained that this is a recognized concern and the Ohio Power Siting Board in conjunction with the Ohio EPA and Ohio DNR are involved in overseeing and regulating storm water management. Any change in runoff patterns is not permitted.
Mr. Mucher asked if construction piles being driven into the ground will damage drainage tiles that are present. Mr. Soininen stated that penetrating radar is used to locate drainage tiles in order to avoid damage to them.
Lastly, Mr. Hollister asked what is next in the process. Mr. Soininen stated studies on land appropriateness and identifying wetlands is ongoing.

On another matter, Mr. Hollister stated that the request for an extension of the offer to sell the old Fire Station from the YSDC is now moot. The matter has been settled and the deed transfer will be recorded tomorrow morning.

Chief Altman reported there were 26 EMS (2 in Bath Township) and 10 Fire incidents (1 in Bath Township) since the last meeting. Three fire safety inspections were conducted with two permits issued.
Two CPR skills checks were conducted withing the MTFR crew.
MTFR has transitioned to a new software system. There have been some growing pains and some expected technical issues, otherwise things are moving along well.
In conjunction with the YS Community Foundation and others, COVID-19 rapid testing will be hosted at MTFR’s facility staring tomorrow morning and on all Tuesdays and Thursdays for the next 4 weeks.
On new Fire House news, window blinds have been installed and a bay door broke in open position. JayCar was contacted and repair was at location in two hours. Lastly, heating is still being a challenge and contractors are working to resolve it.
Mr. Mucher asked about signage being present on the vestibule doors informing the public of entrance ability. Chief Altman stated that access to the building is present.

Mr. Gochenouer reported there were no burials since the last meeting. He added that there is one ashes interment and one full burial on Tuesday and Wednesday.
Mr. Mucher asked of the status of Green Township’s portion of Clifton Cemetery’s maintenance invoice. Mr. Gochenouer stated he has started the invoice.

Mr. Gochenouer reported that potholes are presenting as usual this time of year and will be addressed.
Mr. Gochenouer will be taking a half day off on Christmas Eve.

A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2020-52: Amendment of Permanent Appropriations. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made adopt RESOLUTION 2010-53: Accept the Amounts and Rates as Determined by the Budget Commission. MOTION CARRIED unanimously.

There was no report from the Zoning Inspector but Mr. Mucher announced that Linda Parsons that she is removing herself from the Zoning Commission and agreeing to join the Board of Zoning Appeals. He added that Greg Schroeder has agreed to join the Zoning Commission. Both of these appointments will be made official at the January 4th, 2021 Township Trustees meeting.

MVRPC – Mr. Mucher reported that the Commission met over ZOOM and it was a good meeting.
RPCC – Mr. Mucher reported that the Commission met last Tuesday and is to meet again tomorrow. Beavercreek Township presented zoning amendments and one subdivision was approved.
YSCDC – No report.
Grinnell Mill – Mr. Mucher reported that the roof repair has been postponed to the spring due to weather restraints.
