MINUTES

MIAMI TOWNSHIP TRUSTEES

JANUARY 5, 2022

CALL TO ORDER
The meeting was called to order at 5:00 pm by Trustee Mucher. Newly elected Trustee Marilan Moir was sworn-in by Trustee Mucher. Fire Chief Altman, Zoning Inspector Zopf and Fiscal Officer Silliman were present.
Also, in attendance was local resident Kelly Ann Tracy and YS News reporter Carol Simmons.
Temporary Chairperson Silliman called for nominations for a new Board Chairperson. Mr. Hollister nominated Mr. Mucher as Chairperson for 2022. Ms. Moir Seconded the nomination. The roll was called and the nomination unanimously passed.
Chairperson Mucher called for nominations for a new Board Vice-Chair for 2022. Mr. Mucher nominated Mr. Hollister. Ms. Moir Seconded the nomination. The roll was called and the nomination unanimously passed.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of December 20th as presented. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of December 30th as presented. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to pay accounts in the amount of $38,996.89: General Fund – $5,974.79; Fire Fund – $24,254.93; Cemetery – $0; EMS Billing – $1,406.70; Road and Bridge – $5,953.77. MOTION CARRIED unanimously.

FIRST OF THE YEAR BUSINESS
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to accept the Zoning Fees for 2022 as they were in 2021. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to establish mileage rate for travel outside the township at.585 cents per mile.

A MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to recommend the following Board appointments: MVRPC – Mr. Mucher; Greene County Regional Planning Commission – Mr. Mucher; YS Climate Action & Sustainability Group – Ms. Moir; Clifton-Union Cemetery – Mr. Hollister; Clifton-Union Cemetery Sexton – Mr. Gochenouer/Ms. Silliman; Yellow Springs Development Corporation – Mr. Hollister; Grinnell Mill Foundation – Mr. Mucher. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to establish the meeting schedule for the year 2022 as follows: 1st & 3rd Mondays of each month at 5 pm unless they fall on a holiday, then meetings will be on the Wednesday following the holiday. Special Meetings will be posted on the Township’s website and Fire Station Bulletin.

A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to set contracts with Green Township, Clifton-Union Cemetery maintenance and with the Village of Clifton for snow removal and street repair as requested. Each contract to be negotiated separately and as soon as possible. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to Adjourn to Executive Session to discuss matters of Personnel. MOTION CARRIED unanimously. Time – 5:34 pm.
Following a brief discussion, the Trustees Agreed to Return to regular Session. Time – 5:41 pm.

A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to appoint Colin Altman-Fire Chief; Dennis Powell-Assistant Fire Chief; and ANY additional full-time or multiple part-time Firefighter/EMT/Paramedics as needed, and all current volunteers on the roster. MOTION CARRIED unanimously.

A MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to appoint Daniel Gochenouer-Road Department employee and any other part-time employees as necessary. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to appoint Richard Zopf-Zoning Inspector for the year 2022. MOTION CARRIED unanimously.

A MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to appoint Joe Fulton to the Zoning Commission effective 01/01/2022 ending 12/31/2026. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to appoint David Nuehart to the Board of Zoning Appeals effective 01/01/2022 ending 12/31/2026. MOTION CARRIED unanimously.

A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to establish the 2022 pay schedule for full-time employees at the current rate with a 4% cost of living increase retroactive to January 1, 2022. MOTION CARRIED unanimously.

A MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to establish the holiday schedule for 2022 as follows:

FIRE DEPARTMENT REPORT
Chief Altman reported there were 38 EMS (0 in Bath Twp.) and 7 Fire incidents () in Bath Twp.) since the last meeting.
At the recommendation of the Chief, a MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to authorize RESOLUTION 2022-03: Hiring Part-time Personnel. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to adopt RESOLUTION 2022-04: Hiring of Charles Kline as Career Shift Lieutenant. MOTION CARRIED unanimously.
In other personnel news, part-time Luke Sorensen recently became certified as a paramedic. Additionally, 2 volunteer members will be attending EMT classes starting this month. Both have signed service agreements with us in exchange for payment.
Additionally, Chief Altman informed the Trustees that he is planning to apply for several grant opportunities in this first quarter: FEMA Assistance to Firefighters Grant, FEMA Staffing for Adequate Fire and Emergency Response Grant and FireHouse Subs Public Safety Grant. You go Chief!
Mr. Mucher asked the Chief to share an update of the current COVID status in the Village. Chief Altman stated hospitals are nearing capacity with a 15-20% increase in possible or COVID-confirmed cases.

CEMETERY REPORT
Mr. Mucher mentioned the State grant application he made to have the roads in the Cemetery improved. Although it seems unlikely to be awarded to the Township due to an enormous amount of applications, he suggested the Township might consider improving a smaller portion of the roads with existing Cemetery funds.

FISCAL OFFICER’S REPORT
A MOTION by Mr. Hollister and SECONDED by Ms. Moir was made to adopt RESOLUTION 2022-01: Adoption of Temporary Appropriations. MOTION CARRIED unanimously.
A MOTION by Ms. Moir and SECOND by Mr. Hollister was made to adopt Resolution 2022-02: Pay Schedule. MOTION CARRIED unanimously.
A MOTION by Ms. Moir and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2022-05: Amendment of Temporary Appropriations.

ZONING INSPECTOR’S REPORT
Mr. Zopf reported there were no permits issued since the last report. Mr. Zopf presented his annual Zoning Commission Activities Report.
The Zoning Commission has done some “final tweaking” on the PUD Chapter. Once approved by the Commission, it will then go to Regional Planning Commission for review.
Mr. Mucher asked if there has been any movement forward regarding the condition of the Shattuck property on the corner of Us 72 and S. River Road. Mr. Zopf replied he was going to call him again and try to get him motivated. He is not quite ready to take a more serious/legal approach.

NEW BUSINESS
A MOTION by Mr. Mucher and SECONDED by Mr. Hollister was made to move in to a brief Executive Session to discuss contract negotiations. MOTION CARRIED unanimously. Time – 6:55 pm.

EXECUTIVE SESSION
Following a brief discussion, the Trustees Returned to Regular Session. Time – 7: 02 pm.
No action was taken at this time.
