MINUTES

MIAMI TOWNSHIP TRUSTEES

JUNE 17, 2019

CALL TO ORDER
The meeting was called to order at 5:00 pm. by Chairperson Mucher. Trustees Crockett and Hollister (late arrival) were also present. Fire Chief Altman, Road Department employee Gochenouer and Fiscal Officer Silliman were present.
The audience member was YS News reported Megan Bachman.

ADOPTION OF THE MINUTES
A MOTION by Mr. Crockett and SECONDED by Mr. Mucher was made to adopt the minutes of June 3rd as presented. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to pay accounts in the amount of $46,530.36: General Fund – $1,073.68; Fire Fund – $21,610.20; Cemetery Fund – $4,410.32; EMS Billing – $10,447.97; Road and Bridge – $4,788.80; Capital Fund – $#,809.39. MOTION CARRIED unanimously.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 43 EMS and 16 Fire incidents since the last meeting. 42 Fire Safety inspections were conducted, all Street Fair related.
At the recommendation of the Chief, MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to authorize RESOLUTION 2019-21: Reclassification of MTFR Volunteer. MOTION CARRIED unanimously.
Three volunteer applications have recently been received.
During Street Fair, 6 calls were handled and Medic 82 was involved in a minor property damage crash. YSPD was called to take a report and OTARMA was notified.
Lastly, the 2018 Annual MTFR Report was submitted with a slide show.

NEW FIRE HOUSE REPORT
Mr. Mucher reported the recent meeting included the “fine points” regarding building design with respect to the bidding process. It was discovered that the Township does have a prevailing wage coordinator which is necessary for this project. The next round of advertised bid requests are tentatively scheduled for July 17, 24 & 29th.

CEMETERY REPORT
Mr. Gochenouer reported there were no burials since the last meeting. An ashes internment is scheduled for this Saturday. Weed eating in Clifton is next on the schedule. A quote from Hensley’s has been received to install a road in Clifton’s cemetery. Mr. Gochenouer stated that the old blacktop has been removed and gravel has been put down in preparation of Hensley’s work.

ROAD DEPARTMENT REPORT
Mr. Gochenouer stated “round one” of berm mowing has been completed and paving is to begin next week.

FISCAL OFFICER’S REPORT
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019-20: Amendment of Permanent Appropriations. MOTION CARRIED unanimously.

STANDING REPORTS
MVRPC – Mr. Mucher reported that a guest speaker informed members of the human trafficking labor numbers of people present in OH.
Greene County Complete Census Committee – Mr. Mucher reported there has been one meeting thus far. The current focus is reach out to under counted populations.
Grinnell Mill – Mr. Mucher reported an estimate to paint the Mill’s roof is $2,750. It was decided to not paint at this time.

NEW BUSINESS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to authorize a donation of $650 to the YS Odd Fellows Fire Works event. MOTION CARRIED unanimously.
Mr. Mucher presented a request from the YS Community Foundation to contribute to a fund that sponsors pool passes to low income children in the Village. Further conversation will be held prior to making a decision.
Mr. Mucher added he has been in contact with Gerry Deer who has agreed to review the MTFR “Social Media Policy” for its employees.
Mr. Hollister stated he will be attending a MVRPC workshop focusing on water drainage and public health impacts.

OLD BUSINESS
Mr. Mucher stated he attended the National Association of Regional Councils in Omaha, NE. His attendance was affiliated with his position with MVRPC.
Last Friday, Mr. Mucher attended a County Officer’s meeting in Columbus. An update of HB 66 was presented.

ADJOURNMENT
There being no further business to discuss, a MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to ADJOURN. MOTION CARRIED unanimously. Time – 6:15 pm.
