MINUTES

MIAMI TOWNSHIP TRUSTEES

DECEMBER 2, 2019

CALL TO ORDER
The meeting was called to order at 5:00 p.m. by Chairperson Mucher. Trustees Hollister and Crockett were present. Zoning Inspector Zopf, Road Department employee Gochenouer and Fiscal Officer Silliman were also present.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED BY Mr.Mucher was made to adopt the minutes of November 18th as presented. MOTION CARRIED unanimously.
A MOTION by Mr.Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of November 26th as presented. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to pay accounts in the amount of $37,098.39: General Fund – $3,259.15; Fire Fund – $14,846.77; Cemetery Fund – $4,306.60; EMS Billing – $8,679.87; Road and Bridge – $3,011.37; Capital Fund – $2,994.63. MOTION CARRIED unanimously.

FIRE DEPARTMENT REPORT
No report.

NEW FIREHOUSE REPORT
Mr.Mucher reported progress on footers and foundation being constructed, rebar inspections have been done and noting that the area is transitioning into a “hard hat zone”.

CEMETERY REPORT
Mr. Gochenouer reported there were two burials since the last meeting; one full and one ashes.
It was reported that Mr. Gochenouer would now be doing all the base installs due to the person who did do them no longer being available. He stated that the Clifton Cemetery Board authorized to increase the cost charged for base installs from .55/square inch to .60/square inch. Therefore, Mr. Gochenouer asked the Trustees to do the same for Glen Forest Cemetery base installs. A MOTION by Mr. Mucher and SECONDED by Mr. Hollister was made to authorize the previously mentioned increase from .55 to .60/square inch. MOTION CARRIED unanimously.

ROAD DEPARTMENT REPORT
Mr. Gochenouer reported that he would be picking up the repaired dump truck and picking up some cold patch for potholes.

FISCAL OFFICER’S REPORT
A MOTION by Mr.Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019-49: Accepting the Amounts and Rates. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-50: Amendment of Permanent Appropriations. MOTION CARRIED unanimously.
A MOTION by Mr. Hollister and SECONDED by Mr.Crockett was made to adopt RESOLUTION 2019-1: OTARMA Faithful Performance of Duty provision.no Zoning Commission meeting

ZONING INSPECTOR’S REPORT
Mr. Zopf reported two permits were issued since the last report. Both are for new home construction.
FEMA is holding a public hearing to present the latest flood plain maps.
There was no Zoning Commission meeting in November due to a lack of quorum. Mr. Zopf mentioned that the Board may want to address the membership of the Zoning Commission because there have been several meetings missed due to absenteeism.
Lastly, he reported that the Village of Clifton is replacing their water treatment facility.
The annual gesture of appreciation to the Zoning Board brought a MOTION by Mr. Crockett and SECONDED by Mr. Hollister to compensate the Board members with gift certificates in the amount of $100 each. MOTION CARRIED unanimously.
