MINUTES
MIAMI TOWNSHIP TRUSTEES
FEBRUARY 20, 2019
CALL TO ORDER
The meeting was called to order at 5:00 p.m. by Chairperson Mucher. Trustees Crockett (arrived
at 5:30) and Hollister were also present.
ADOPTION OF THE MINUTES
A MOTION by Mr.Hollister and SECONDED by Mr.Mucher was made to adopt the minutes of
February 4th as presented. MOTION CARRIED unanimously.
PAYMENT OF ACCOUNTS
A MOTION by Mr.Hollister and SECONDED by Mr.Mucher was made to pay accounts in the
amount of $55,939.82: General Fund -$8,096.37; Fire Fund -$31,816.08; Cemetery Fund -$1,024.56;
EMS Billing -$5,124.41; Road and Bridge —8,893.44; Capital Project -$984.96. MOTION CARRIED
unanimously.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 39 EMS incidents, 18 fire incidents and 2 fire safety
inspections since the last meeting. He added that 12 of the responses were to Bath Township in

January. Those responses broke down are as follows: 5 automobile crashes; 2 fire alarms and 5 medical
incidents.
Due to the slow decrease in the number of MTFR members, the need for additional supervisors
has become clear. There are only 3 supervisors for 34 members. Therefore, a promotion process to
appoint a sergeant has been started. Eight statements of interest have been submitted. It is hoped to
appoint a sergeant by the end of March.
The 2018 billing summary from Medicount Management was received. It became clear that
MTFR’s billing rates are the lowest in the area. It is recommended to adjust the Township’s fees. Per
the recommended changes, a MOTION by Mr.Hollister and SECONDED by Mr.Mucher was made to
make the following increases: ALS 1— increase to $785; ALS 2— increase to $982; mileage — increase to
$16 per loaded mile. MOTION CARRIED unanimously.
A MOTION by Mr.Mucher and SECONDED by Mr.Hollister was made to move into Executive
Session for the purpose of discussing personnel compensations. MOTION CARRIED unanimously. Time —
5:25 p.m.
EXECUTIVE SESSION
The Trustees adjourned Executive Session and returned to Regular Session at 5:32 p.m.
A MOTION by Mr.Hollister and SECONDED by Mr.Crockett was made to increase Assistant Fire
Chiefs salary to $60,000 annually. This increase is a reflection of the increase in responses which
increases the work load for Mr. Powell. MOTION CARRIED unanimously.
Due to an immediate realization of a math error, a MOTION by Mr.Hollister and SECONDED by
Mr.Crockett was made to amend the previous Motion by increasing Mr. Powell’s annual salary to
$63,000. MOTION CARRIED unanimously.
NEW FIREHOUSE REPORT
Mr.Mucher reported that the advertising of bids request is completed today with opening of
bids February 27th.
CEMETERY-ROAD REPORT
Mr.Gochenouer was not present due to plowing snow all night. It was reported he had 3 burials
since the last meeting.
The Annual road tour was February 15`h. Repairs estimated to cost $105,000 were discussed.
FISCAL OFFICER’S REPORT
A MOTION by Mr.Crockett and SECONDED by Mr.Hollister was made to adopt RESOLUTION
2019-08: Amendment of Temporary Appropriations. MOTION CARRIED unanimously.
ZONING INSPECTOR’S REPORT
Mr.Mucher reported that Greene County Regional Planning is beginning the process of
reviewing their 20 year land use plan.

STANDING COMMITTEE REPORTS
MVRPC — Mr.Mucher reported the Executive Director presented his annual report. Also, a 2020
Census presentation by Matt Lindsay occurred and was very helpful.
Greene County Regional Planning — Mr.Mucher reported the Commission agreed to increase the
compensation of the full-time assistant.
Economic Sustainability Committee — Mr.Crockett reported that an analysis of the recent retreat
and discussions that were held. There were very valuable tools presented that relate to what the
Township’s role is in economic sustainability.
NEW BUSINESS
No report.
OLD BUSINESS
Mr.Hollister reported he had a conversation with former Trustee Lamar Spracklen. Mr.
Spracklen stated that he believes the pursuit of establishing solar farms in Miami Township is still
underway.
Mr.Hollister added he attended a presentation from the new Director of Agriculture. He stated
it was very informative.
ADJOURNMENT
A MOTION by Mr.Hollister and SECONDED by Mr.Crockett was made to Adjourn. MOTION
CARRIED unanimously. Time – 6:00 p.m.
