<p>DECEMBER 16, 2019</p>
<p>CALL TO ORDER<br />
	The meeting was called to order at 5:00 pm. by Chairperson Mucher.  Trustee Hollister was present.  Road Department employee Gochenouer and Fiscal Officer Silliman were also present. </p>
<p>ADOPTION OF THE MINUTES<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of December 2nd as presented.  MOTION CARRIED unanimously.<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of December 10th as presented.  MOTION CARRIED unanimously.</p>
<p>PAYMENT OF ACCOUNTS<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to pay accounts in the amount of $42,394.23: General Fund &#8211; $2,586.95; Fire Fund &#8211; $20,921.71; Cemetery Fund &#8211; $5,732.92; EMS Billing &#8211; $8,154.75; Road and Bridge &#8211; $4,997.90.  MOTION CARRIED unanimously.</p>

<p>NEW FIRE HOUSE REPORT<br />
	Mr. Mucher reported that the shell of the tornado shelter is in place.  The structural construction of the project is on schedule. </p>
<p>CEMETERY REPORT<br />
	Mr. Gochenouer reported there was a full burial today in Glen Forest Cemetery.<br />
	Jackson Lytle Funeral Home has contacted Mr. Gochenouer regarding a deceased indigent person and asked if Miami Township is willing to provide burial of the deceased’s ashes.  The Trustees agreed to allow the ashes to be placed in the Scattering Garden and have her name etched on the stone.<br />
	Mr. Hollister informed Mr. Gochenouer that the Clifton Cemetery Board has decided to allow requests for memorial trees to be planted in the Cemetery.  He added that placement of a tree would be the decision of Mr. Gochenouer.   Mr. Gochenouer agreed with the arrangement.</p>
<p>ROAD DEPARTMENT REPORT<br />
	Mr. Gochenouer reported that he spent the night plowing snow.<br />
	The old tanker is now in the Clifton station.  </p>
<p>FISCAL OFFICER’S REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-54: Amendment of Permanent Appropriations.  MOTION CARRIED unanimously.  </p>
<p>STANDING COMMITTEE REPORTS<br />
	MVRPC – Mr. Mucher reported it was a good meeting.<br />
	RPCC Executive Committee – Mr. Mucher reported that financial matters were discussed.<br />
	Clifton-Union Cemetery – Mr. Hollister reported that President Clem has agreed to investigate the status of a property on SR 72 that has been willed to the Cemetery upon the passing of the owner.<br />
	YSCDC – Mr. Mucher reported the group is working on finding a buyer for the old fire station.<br />
	Solid Waste District Policy Committee – Mr. Hollister reported there is a plan to start a public education effort on recycling mid-2020.  He added only 7% of county residents are contracted with a recycling provider.<br />
	Complete Census Committee – Mr. Hollister reported the Committee’s goal is to count all residents including those that have been temporarily displaced due to the recent tornadoes and college campuses.  </p>

<p>CALL TO ORDER<br />
	The meeting was called to order at 5:00 p.m. by Chairperson Mucher.  Trustees Hollister and Crockett were present.  Zoning Inspector Zopf, Road Department employee Gochenouer and Fiscal Officer Silliman were also present.  </p>
<p>ADOPTION OF THE MINUTES<br />
	A MOTION by Mr. Hollister and SECONDED BY Mr.Mucher was made to adopt the minutes of November 18th as presented.  MOTION CARRIED unanimously.<br />
	A MOTION by Mr.Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of November 26th as presented.  MOTION CARRIED unanimously.</p>
<p>PAYMENT OF ACCOUNTS<br />

<p>FIRE DEPARTMENT REPORT<br />
	No report.</p>
<p>NEW FIREHOUSE REPORT<br />
	Mr.Mucher reported progress on footers and foundation being constructed, rebar inspections have been done and noting that the area is transitioning into a “hard hat zone”.  </p>
<p>CEMETERY REPORT<br />
	Mr. Gochenouer reported there were two burials since the last meeting; one full and one ashes.<br />
	It was reported that Mr. Gochenouer would now be doing all the base installs due to the person who did do them no longer being available.  He stated that the Clifton Cemetery Board authorized to increase the cost charged for base installs from .55/square inch to .60/square inch.  Therefore, Mr. Gochenouer asked the Trustees to do the same for Glen Forest Cemetery base installs.  A MOTION by Mr. Mucher and SECONDED by Mr. Hollister was made to authorize the previously mentioned increase from .55 to .60/square inch.  MOTION CARRIED unanimously.</p>
<p>ROAD DEPARTMENT REPORT<br />
	Mr. Gochenouer reported that he would be picking up the repaired dump truck and picking up some cold patch for potholes.</p>
<p>FISCAL OFFICER’S REPORT<br />
	A MOTION by Mr.Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019-49: Accepting the Amounts and Rates.  MOTION CARRIED unanimously.<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-50: Amendment of Permanent Appropriations.  MOTION CARRIED unanimously.<br />
	A MOTION by Mr. Hollister and SECONDED by Mr.Crockett was made to adopt RESOLUTION 2019-1: OTARMA Faithful Performance of Duty provision.no Zoning Commission meeting</p>
<p>ZONING INSPECTOR’S REPORT<br />
	Mr. Zopf reported two permits were issued since the last report.  Both are for new home construction.<br />
	FEMA is holding a public hearing to present the latest flood plain maps.<br />
	There was no Zoning Commission meeting in November due to a lack of quorum. Mr. Zopf mentioned that the Board may want to address the membership of the Zoning Commission because there have been several meetings missed due to absenteeism.<br />
	Lastly, he reported that the Village of Clifton is replacing their water treatment facility.<br />
	The annual gesture of appreciation to the Zoning Board brought a MOTION by Mr. Crockett and SECONDED by Mr. Hollister to compensate the Board members with gift certificates in the amount of $100 each. MOTION CARRIED unanimously.  </p>

	The meeting was called to order at 5:00 pm. By Chairperson Mucher.  Trustee Hollister was also present.  Fire Chief Altman, Road Department Gochenouer and Fiscal Officer Silliman were present.  </p>
<p>ADOPTION OF THE MINUTES<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of November 4th as presented.  MOTION CARRIED unanimously.<br />

<p>FIRE DEPARTMENT REPORT<br />
	Chief Altman reported there were 19 fire calls (3 in Bath Twp.), 30 EMS calls (3 in Bath Twp.). Six fire safety inspections were conducted.<br />
	Chief Altman continued to report that last Thursday a dog fell through the ice into Ellis Pond.     MTFR responded to the incident.   Thankfully, the dog was rescued but this experience brought MTFR to the realization that they do not have the equipment necessary to conduct frozen water rescue.  In response to the situation, local resident Lauren Miller has spearheaded a fund-raising effort to enable MTFR to purchase water rescue equipment.<br />
	On another matter, Chief Altman shared that it has been a few years since the Department has surveyed patients regarding the service they receive from MTFR.  Therefore, surveying is going to resume using the “Survey-Monkey” option.  This action is necessary to give the folks they serve an opportunity to share their feelings and improve service.<br />
	The Annual MTFR Holiday Party is Sunday, December 8th at The Mills Park Hotel.<br />
	Regarding the upcoming renewal of the Fire Levy, the Certificate of Estimated Property Tax Resources has been received by the County Auditor. Therefore, a MOTION by Mr. Mucher and SECONDED by Mr. Hollister was made to authorize RESOLUTION 2019-47:  Resolution to Proceed with 3.8 mils property tax revenue renewal.  MOTION CARRIED unanimously.<br />
	As a side note, Mr. Hollister opined with attribution to Village resident Al Denman,  the current language of the document is verbose and archaic.   He conceded to pursue the point with the Board of Elections.<br />
	Lastly, Mr. Mucher stated that the unpaid property taxes on the new firehouse location is in the legislative process to be released in the near future.</p>
<p>NEW FIREHOUSE REPORT<br />
	It was reported that the new footers and foundations are on schedule.  Steel tresses and wall units will follow approximately January 1st, 2020.  </p>
<p>CEMETERY REPORT<br />
	Mr. Gochenouer reported there was 1 full burial in Glen Forest, 1 ashes in Grinnell Cemetery and 1 ashes internment in Glen Forest Cemetery.  An ashes internment is tentatively scheduled for the 291th.  He will be pouring a base on Thursday.<br />
	Mr. Gochenouer stated he has started to clear the future “white oak grove” addition.<br />
	Lastly, Mr. Mucher asked if Mr. Gochenouer had a chance to explore replacement of a mower for Clifton.  He replied he has not had a chance but feels it is a good idea.</p>
<p>ROAD DEPARTMENT REPORT<br />
	Mr. Gochenouer reported that he has replaced new tires on one truck.  He stated he was pleased with the cost.<br />
	He stated he plans to “burn the pit” tomorrow.<br />
	Due to the next week including Thanksgiving, Mr. Gochenouer asked if he could take Monday, November 25th thru the 29th off.  He added Mr. Morris, his assistant will be available if necessary.  Trustees Mucher and Hollister agreed to the request.  </p>
<p>FISCAL OFFICER’S REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-46: Amendment of Permanent Appropriations.  MOTION CARRIED unanimously.  </p>
<p>ZONING INSPECTOR’S REPORT<br />
	A memo from Zoning Inspector Zopf to the Trustees opened discussion on a proposal from Agraria to begin composting activities.  It was agreed to think about the topic and discuss at the next Trustee’s meeting.<br />
	Mr. Hollister added that he plans to attend the Township Zoning Commission’s meeting tomorrow night.  The conversation concerning the PUD Section of the Township’s Zoning Code will be continued.</p>
<p>STANDING COMMITTEE REPORTS<br />
	MVRPC – Executive Committee – Mr. Mucher reported he attended but there is nothing significant to report.<br />
	RPCC – Mr. Mucher reported the Commission received a request for the rezoning of a small property in Spring Valley Township.<br />
	The budget needs for the update of the Comprehensive Plan was discussed.  It was noted that the MVRPC is planning to be a part of the project.<br />
	Lastly, Mr. Mucher stated, with regret, that the Assistant to the Director has resigned.<br />
	YSCDC – Mr. Mucher reported that it is hoped to submit Form 1023-3c which is the application for non-profit status in the next week to 10 days.<br />
	Greene County Complete Census Committee – Mr. Hollister stated he has a passive roll within the Committee but emphasized the importance of an accurate county. </p>

<p>FROM THE FLOOR<br />
	The Township’s insurance agent, Steve Ackley, presented options for the employee health care for 2020.  He reported that the current provider for the Township, Allied Benefits, has quoted a nearly 75% increase in monthly premiums for coverage.  He has found coverage thru Anthem BC/BS to be less expensive than the current premium rates the Township pays.  Per his recommendation, a MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to accept changing the employee health care coverage to Anthem BC/BS.  MOTION CARRIED unanimously.</p>
<p>FIRE DEPARTMENT REPORT<br />
	Chief Altman reported there were 35 EMS (3 in Bath Township) and 19 fire calls (4 in Bath Township) since the last meeting.  The Department conducted 6 fire safety inspections.<br />
	The tanks that were discovered in the parking lot of Nipper’s BP gas station were found to have not leaked anything into the ground.<br />
	Chief Altman informed the Trustees that Captain Ayers has become a father since the last report and has now returned to duty.  EMT Wendt has more recently become a father and is still on leave.<br />
	At the request of the Chief, a MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to move into Executive Session to discuss matters of personal leave.  MOTION CARRIED unanimously.  Time – 5:45 pm.</p>
<p>EXECUTIVE SESSION<br />
	Following a brief discussion, the Trustees and Chief Altman agreed to Return to Regular Session.  Time – 5:50 pm.</p>
<p>	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to grant Alex Wendt up to 2 weeks of personal leave from 11/16 – 11/30 under the FMLA guidelines.  MOTION CARRIED unanimously.<br />
	In another matter, a MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-44: Declaration of Necessity for renewal of the 3.8 Fire Levy for the March 2020 election.  MOTION CARRIED unanimously.  </p>
<p>NEW FIREHOUSE REPORT<br />
	It was reported that the pad is ready and has been staked out.  Sanitary and storm water lines will be next.</p>
<p>CEMETERY REPORT<br />
	Mr. Gochenouer reported there were 3 burials since the last meeting.  There was one ashes internment in Clifton, one ashes and one full burial in Glen Forest Cemetery.<br />
	The roadway in Clifton Cemetery has been chip-sealed.  Mr. Gochenouer stated he is pleased with the job.  Bases in both cemeteries will be done by Wednesday.<br />
	Lastly, the Trustees gave Mr. Gochenouer preliminary authorization to shop for a new cemetery mower.  </p>
<p>ROAD DEPARTMENT REPORT<br />
	It was stated that the roads are currently looking good.  It was also acknowledged that there are some potholes on Brannum Lane.  </p>
<p>FISCAL OFFICER’S REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-43: Amendment of Permanent Appropriations.  MOTION CARRIED unanimously.  </p>

	Mr. Zopf reported that he attended the Ohio Township Association’s annual zoning conference.  He found interest in information concerning nuisances including cars, buildings and debris.<br />

<p>OCTOBER 21, 2019</p>
<p>CALL TO ORDER<br />
	The meeting is called to order at 5:00 pm. by Chairperson Mucher.  Trustee Hollister was also present.  Fire Chief Altman, Road Department employee Gochenouer and Fiscal Officer Silliman was also present.<br />
	YS News reporter Carol Simons was visiting.</p>
<p>ADOPTION OF THE MINUTES<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of October 7th as presented.  MOTION CARRIED unanimously.</p>
<p>PAYMENT OF ACCOUNTS<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to pay accounts in the amount of $76,727.59: General Fund &#8211; $2,441.70; Fire Fund &#8211; $14,906.49; Cemetery &#8211; $276.60; EMS Billing &#8211; $7,424.08; Road and Bridge &#8211; $1,813.72.  MOTION CARRIED unanimously.</p>

<p>FIRE DEPARTMENT REPORT<br />
	Chief Altman reported there were 35 EMS and 19 Fire Incidents since the last meeting.  26 Fire Safety inspections were conducted largely due to Street Fair food vendors.<br />
	In membership baby news, Captain Ayers and his wife welcomed a new baby last Thursday. Per policy, he is entitled to 5 sick leave shifts off.  Lt. Wendt and his wife are expecting to deliver November 7th.  He will be taking 5 shifts off as well.  The need to fill these uncommon absences will cause some extra costs in payroll.<br />
	Chief Altman contacted the County Auditor’s office to determine what level funding a renewal vs. a replacement of our operating levy would generate.  Auditor Graham recommended staying with the renewal and if additional revenue is deemed necessary down the road, then add an additional levy.  Chief Altman stated he agreed with this recommendation and will watch income closely during the next levy period.  A Levy Table provided by the Auditor’s office was provided.</p>
<p>NEW FIREHOUSE REPORT<br />
	Mr. Mucher reported that the drilling of Geopiers is currently occurring.<br />
	Stormwater detention/retention has been designed to prevent any encroachment on to any neighboring properties.<br />
CEMETERY REPORT<br />
	Mr. Gochenouer reported there was a burial this past Saturday and an ashes internment is scheduled for tomorrow.  He is continuing to work on the project of installing bases.  The restoration folks repaired approximately 43 gravestones last week.<br />
	The driveway of Clifton Cemetery has not been chip sealed yet due to a misunderstanding of the approval of the project.  Mr. Gochenouer has spoken with all parties concern and the job should be done very soon.  </p>
<p>ROAD DEPARTMENT REPORT<br />
	Since the contracted road maintenance projects are now complete, Mr. Gochenouer reported he is pleased with the results.<br />
	Mr. Mucher asked what the status of road salt supply is.  Mr. Gochenouer stated it is ok for now and more can be purchased when necessary.<br />
	Mr. Gochenouer stated the truck needs new tires and will purchase them.  This is all the vehicle needs in preparation of the winter weather.<br />
	Lastly, he stated he needs to take this Friday off due to a doctor’s appointment.  </p>
<p>FISCAL OFFICER’S REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-40: Amendment of a Permanent Appropriation.  MOTION CARRIED unanimously.</p>
<p>ZONING INSPECTOR’S REPORT<br />
	In a related zoning project, Mr. Mucher reported that the Greene County Parks &#038; Trails organization and the Greene County Regional Planning &#038; Coordinating Commission are working jointly working to update the County’s Land Use Comprehensive Plan.  They are asking local jurisdictions within Greene County to each contribute $1,250 towards the cost of this project. 	That being reported, a MOTION by Mr. Hollister and SECONDED by Mr.Mucher was made to authorize the requested contribution amount of $1,250 to the project. MOTION CARRIED unanimously.  </p>
<p>STANDING COMMITTEE REPORTS<br />
	MVRPC – There was no meeting in October.  Sadly, Mr. Mucher reported that John Beales, Chair of the MVRPC Commission passed away unexpectedly	 earlier this morning.<br />
	Greene County RPCC and Executive Committee – Mr. Mucher reported both meetings were held this morning.  These meetings included work on adopting their budget, discussion on long term plan and reviewing work on Trails Plan.<br />
	YSCDC – It was reported that the organization is considering changing its name.<br />
Adoption of draft code of regulations by all political subdivisions in this group is required.  A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-41: Accept the proposed code of regulations.  MOTION CARRIED unanimously.<br />
	Complete Census Committee – Mr. Hollister reported the Census group is hiring and Xenia is planning to hire 450 people.  </p>
<p>	Mr. Hollister added he has accepted the position of the Miami Township representative for the Greene County Waste District Policy Committee.  </p>

	The meeting was called to order at 5:00 pm. By Chairperson Mucher.  Trustees Crockett and Hollister were also present.  Fire Chief Altman, Road Department employee Gochenouer, Zoning Inspector Zopf and Fiscal Officer Silliman were also present.  </p>
<p>ADOPTION OF THE MINUTES<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of September 16th as amended.  MOTION CARRIED unanimously.</p>

<p>FIRE DEPARTMENT REPORT<br />
	Chief Altman reported there were 53 EMS and 20 Fire incidents since the last meeting.  Four Fire Safety inspections were conducted.<br />
	At the recommendation of the Chief Altman, a MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019-39: Authorizing the Appointment of 2 new volunteers.  MOTION CARRIED unanimously.<br />
	Medic 82 is still experiencing “listing” issues with it’s hydraulic system.  Faulty control valves have been replaced several times with no success in resolving the problem.  The manufacturer of the valves claims there is nothing wrong with the valves and the cause must be a contamination in the fluid reservoir and filter screens.  Hopefully this attempt to solve the problem will do exactly that.<br />
	Two underground storage tanks were discovered in the parking lot of Nipper’s Corner gas station. Assistant Chief Powell has been delegating and coordinating permits and approval to remove the tanks.  Unless, proof of the owners of these tanks can be determined, Nipper’s Corner will be responsible for all costs associated with the safe removal of the tanks.  Fortunately and preliminarily, there is no indication of any liquid release into the surrounding soil.  Testing of the soil is being conducted by a 3rd party lab.<br />
	The annual flu shot immunization of MTFR members will hopefully be provided by either Kettering Health Network or Premier Health Network. The previous provider, Mercy Occupational Health,  has informed MTFR that they are not able to do so this year.  If a new provider is not available, the Township will have to reimburse members for their flu shots.<br />
	Street Fair is this Saturday and MTFR will have approximately 20 members working.  The “meet the public” event in Bath Township was well attended.  But, the next time they chose to have such an event, they will find a better way to publicize.  </p>
<p>NEW FIREHOUSE REPORT<br />
	Mr. Mucher reported that dirt has been excavated and work will be sporadic as piers are being installed.<br />
	Mr. Hollister and Mr. Mucher distributed flyers to residents of Marshall and Herman Streets informing them specifically of the Village noise ordinance as it applies to the new construction.  This information included their respective phone numbers should there be any concerns or questions regarding the impact of the project on their lives.  </p>
<p>CEMETERY REPORT<br />
	Mr. Gochenouer reported there were 4 burials since the last meeting, 2 in Glen Forest and 2 in Clifton.  Two of the burials were attended to by Road Department employee Brandon Morris.  Mr. Gochenouer reported he did well with the responsibility.<br />
	The folks who do gravestone repairs are here for the week and are busy in Glen Forest Cemetery.<br />
	Lastly, Mr. Gochenouer stated he hopes to pour bases in the upcoming week, 5 in each Cemetery.  </p>
<p>ROAD DEPARTMENT REPORT<br />
	It was stated that the roads have been trimmed well and look good.<br />
	Mr. Gochenouer mentioned the Village of Yellow Springs has asked the Township to trim the roadside at the water/sewer plant.  It is a request that is considered a reciprocal task between the neighboring municipalities. </p>
<p>FISCAL OFFICER’S REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-38: Amendment of a Permanent Appropriation.  MOTION CARRIED unanimously.</p>
<p>ZONING INSPECTOR’S REPORT<br />
	Mr. Zopf issued one permit since the last report for a residential solar array on SR 370.<br />
	He reported that he met with Agraria to discuss planned activities and how they are in accordance with the Township’s zoning code.  An activity that is being considered at Agraria is a commercial composting facility.  Mr. Zopf encouraged the Agraria folks to continue to check with him before planning any event that may be in question.<br />
	Chief Altman mentioned that any event being held in a barn with more than 50 people planned to be in attendance needs to be inspected by the Fire Department.  This is in accordance with the State Fire Marshall’s office.<br />
	Mr. Mucher and Mr. Hollister attended the recent Zoning Commission’s meeting to discuss the PUD Section of the Township’s zoning code.  A suggestion was made to remove the PUD Section in it’s entirety until it has been re-written.  Mr. Mucher stated that if a section of the code is to be removed, it is required to be presented to the Regional Planning Commission for review and hold a Public Hearing.  This would be time consuming while a new section is being written.  Mr. Zopf added that, in his opinion, the PUD standards are so vague, it is risky and could become a legal issue.<br />
	The next meeting of the Zoning Commission is the 3rd Tuesday in November where the discussion will continue.</p>

<p>FIRE DEPARTMENT REPORT<br />
	Chief Altman reported there were 37 EMS and 28 Fire calls since the last meeting.  Five of the EMS calls were from Bath Township. Four Fire Safety inspections were conducted.<br />
	The MTFR Annual 9/11 Stair Climb Fundraiser was gratefully well attended with 94 climbers participating.  The participants raised $9,000 and with additional financial contributions, the event raised $20,000 in total.<br />
	MTFR members Alex Wendt and Justin Poteet participated in a “welcome new students” event at Antioch College.  They “manned” the grill potion of the gathering.  With regrets, Mr. Poteet has announced his resignation from MTFR with intentions to become a member of the City of Dayton’s Police Force.<br />
	The on-going social media training class is due for another class to be scheduled soon. Chief Altman stated that the changes recommended thus far to the current policy are not significant but are valid.  </p>
<p>NEW FIREHOUSE REPORT<br />
	Mr. Mucher reported the project is working thru multiple contracts with those who will be doing the project.<br />
	The Ground Breaking ceremony is Wednesday, September 18th.  A review of the schedule for the ceremony was discussed.</p>
<p>CEMETERY REPORT<br />
	Mr. Mucher reported there is a natural burial scheduled for Wednesday which is 12 days past the death.  The Township’s standard for natural burials to occur is 3 days due to compensation&#8217;s time frame.   This Wednesday’s burial will be difficult for all in attendance and the Township needs to be firm on its 3 day standard.</p>
<p>ROAD DEPARTMENT REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-36: Annual Report of Township Roads.  MOTION CARRIED unanimously.<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to authorize the 2019 contract between Miami Township and the Village of Clifton for road repair and snow removal.  MOTION CARRIED unanimously.  </p>
<p>FISCAL OFFICER’S REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt RESOLUTION 2019-37: Amendment of Permanent appropriations.  MOTION CARRIED unanimously.  </p>
<p>STANDING COMMITTEE REPORTS<br />
	MVRPC – Mr. Mucher reported various changes to the Transportation Program were recommended.  Additionally, the MVRPC is taking on a new responsibility which is a Disaster Recovery Assistance Program.<br />
	Mr. Hollister added that he attended two programs that were hosted by the MVRPC and the Miami Conservancy District concerning drainage and nutrient run-off issues.  He found both events were very helpful and informative.<br />
	RPCC – Mr. Mucher reported the Commission reviewed subdivision applications and is starting the process of working on the basics of a County Comprehensive Land Use Plan.  They have asked for a $50,000 contribution from the County Commissioners to help fund this project.<br />
	YS Community Development Corporation – Mr. Mucher reported that the by-laws are in the final stages which will then allow the CDC to apply for federal 501(c)(3) status.  </p>
<p>NEW BUSINESS<br />
	Mr. Mucher announced that the County Prosecutor is not running for re-election and that former Assistant Prosecutor Alice DeWine has announced she is running for that office.</p>

	The meeting was called to order at 5:00 pm. By Chairperson Mucher.  Trustees Crockett and Hollister were also present.  Fire Chief Altman, Road Department Gochenouer, Zoning Inspector Zopf and Fiscal Officer Silliman were present.<br />
	Audience member Ed Amrhein was present.</p>
<p>ADOPTION OF THE MINUTES<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt the minutes of August 19th as amended.  MOTION CARRIED unanimously.</p>
<p>PAYMENT OF ACCOUNTS<br />
	A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to pay accounts in the amount of $43,881.45: General Fund &#8211; $4,595.34; Fire Fund &#8211; $19,740.66; Cemetery &#8211; $4,554.50; EMS Billing &#8211; $10,084.30; Road and Bridge &#8211; $4,906.55.  MOTION CARRIED unanimously.</p>

<p>FIRE DEPARTMENT REPORT<br />
	Chief Altman reported there were 47 EMS, 32 Fire incidents and 4 Fire Safety inspections since the last meeting.  Additionally, he extended congratulations and gratitude to the Trustees for the long anticipated acceptance of a bid to build a new fire station.<br />
	To update the cost of the Street Fair Fire Engine accident, the Township insurance is covering the total cost minus the $500 deductible.<br />
	The Annual 911 Stair Climb Fundraiser is scheduled for this coming Saturday in Antioch College’s main building this coming Saturday. </p>
<p>NEW FIREHOUSE REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-31: Authorizing Signatures for Line of Credit.  MOTION CARRIED unanimously.<br />
	A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019 – 32: Assurance of Bond Retirement.  MOTION CARRIED unanimously.<br />
	A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019-33: Authorizing signatures for USDA Bond.  MOTION CARRIED unanimously.<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019 – 34: Accepting Bid Recommendation for new Fire House construction.  MOTION CARRIED unanimously.<br />
	Mr. Mucher shared that upon the acceptance of the bid to build a new building, the sale of the old building requires preparation.  An environmental assessment of the current site is the first step.  That being so, a MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to contract with Bowser Morner to perform the aforementioned task costing $2,300.  MOTION CARRIED unanimously.  </p>
<p>CEMETERY REPORT<br />
	Mr. Gochenouer reported there were burials in both Clifton and Glen Forest Cemetery’s Natural Burial Area since the last meeting.  Additionally, a burial in Clifton is scheduled for tomorrow.  </p>
<p>ROAD DEPARTMENT REPORT<br />
	Chip sealing has been completed in the Township and Mr. Gochenouer reported he is pleased with the job.<br />
	The removal of tree stumps alongside N. River Road is estimated to cost $1,500.  The contractor assured he would smooth the area out well.<br />
	Mr. Gochenouer stated he hopes to finish trimming roads before he leaves for vacation this Thursday.<br />
	A culvert has been installed on Snypp Road and Mr. Gochenouer asked Mr. Zopf if he was aware of the event.  He added it is an appropriate size.  Mr. Zopf stated he was not aware of the install but will follow up on procedural protocol with the residents.</p>
<p>FISCAL OFFICER’S REPORT<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-30: Amendment of Permanent Appropriations. MOTION CARRIED unanimously.<br />
	A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-35: Accepting Amounts and Rates as determined by the Budget Commission.  MOTION CARRIED unanimously.  </p>
<p>ZONING INSPECTORS REPORT<br />
	Mr. Zopf reported he issued two permits since his last report.<br />
	He reminded the Trustees that the next Zoning Commission meeting is September 17th at 7:00 pm.  He added the meeting’s purpose is to discuss the PUD section of the Township’s Zoning Code.<br />
	Lastly, Mr. Zopf reported that he received a phone call from an Agraria representative asking about plans to redesign and repair the barn on the property.  Further conversation will be held on the subject when more details are available.</p>
